Baseline Survey of Technical Education Development Project |

Baseline Survey Consultants’ Services Contract is made on 11th May 2007, between the Technical Education Development Project (Ministry of Vocational & Technical Training), and Teams (Pvt) Ltd. The consultant shall retain full and undivided responsibility for the performance of obligations and for the satisfactory completion of the services to be performed under the contract.

Objectives of the Base Line Survey |
|
A baseline survey will be undertaken to collect information and data pertaining to the Project Institutions, about the “without” project situation that are needed to evaluate the benefits of the project after the completion. It also expected to refine and expand verifiable indicators of Project inputs, outputs, and impacts.

Refine indicators required to monitor and evaluate project inputs, outputs and impacts based on the Project Framework

Identify indicators required for the evaluation of internal efficiency of the project institutions

Identify indicators required for the evaluation of external efficiency of the technician and technology programs

Identify indicators required for the evaluation of cost effectiveness of training programs
-
Identify indicators for gender desegregation of application, enrollment, graduation and staffing numbers in ongoing technician and technology programs

Survey should include Department of Technical Education and Training, Ministry of Vocational & Technical Training, Tertiary & Vocational Education Commission (TVEC), National Institute of Technical Education in Sri Lanka (NITESL) and National Apprentice & Industrial Training Authority (NAITA).

Survey Methodology
The survey methodology should be conducted using a combination of following data collection methods;
- Conversation with concerned individuals
- Key informant interviews
- Direct observations
- Surveys
- Field visit and
- Any other appropriate and applicable methods
