Baseline Survey of Technical Education Development Project

Objectives of the Base Line Survey

A baseline survey will be undertaken to collect information and data pertaining to the Project Institutions, about the “without” project situation that are needed to evaluate the benefits of the project after the completion. It also expected to refine and expand verifiable indicators of Project inputs, outputs, and impacts.

Activities to be completed:

1. Refine indicators required to monitor and evaluate project inputs, outputs and impacts based on the Project Framework
2. 
   Identify indicators required for the evaluation of internal efficiency of the project institutions
   
   
3. Identify indicators required for the evaluation of external efficiency of the technician and technology programs
   
   
4. Identify indicators required for the evaluation of cost effectiveness of training programs
   
   
5. Identify indicators for gender desegregation of application, enrollment, graduation and staffing numbers in ongoing technician and technology programs
   
   
6. Data collection
   
   
7. Analysis of data
   
   
8. Submission of results
   
   
9. Survey should include Department of Technical Education and Training, Ministry of Vocational & Technical Training, Tertiary & Vocational Education Commission (TVEC), National Institute of Technical Education in Sri Lanka (NITESL) and National Apprentice & Industrial Training Authority (NAITA).
